Council Ministers 20ALGIERS - President of the Republic Abdelmadjid Tebboune, Supreme Chief of the Armed Forces, Minister of National Defence, on Sunday 6th September 2020, chaired a Council of Ministers meeting devoted to the approval of the draft revision of the Constitution in order to submit to Parliament and then to a popular referendum.

After debating and adopting the draft revision of the Constitution, the President of the Republic made the following clarifications and orientations:


The electoral promises are sincere commitments I have begun to implement following a clear vision and a well-defined schedule that require us to be realistic and to move away from drowning in details and formalities to the detriment of key issues inherent in the perennial foundations of the State.


The draft amended Constitution is in line with the requirements of modern State and responds to the claims of the blessed authentic popular movement (Hirak). Therefore, I wanted that the new version of the Constitution to be as broadly consensual as possible throughout its elaboration, by involving all groups of society and opinion-makers in a four-month debate despite the current public-health crisis.


The released information on the trials related to the various forms of corruption, one of the causes behind the decadence of the country, reflects the level moral deliquescence and the depth of the damage caused to the institutions of the Nation and its wealth, and explains the lack of trust crisis between the rulers and the governed.

The resolution of the crisis is a must to build a new Algeria where no one is protected neither by his immunity nor influence. We will be protected only by our honesty, devotion and permanent commitment to creativity so that each citizen, notably young people, notices change and knows that State is genuinely in his service. This is how the citizen will regain trust in himself and his institutions so that he becomes an influent player in participatory democracy.


The implementation of this constitutional amendment, if approved by the people, will require the adaptation of a number of laws to the new era, through a comprehensive reform of the State and the rehabilitation of its institutions and authority.


The draft constitutional revision provides all the guarantees for the regularity of elections, both through the constitutionalization of the National Independent Authority for Elections, and through a strict codification of political financing, in order to preserve the freedom of the popular will and ensure equal opportunities for voting and candidacy. Such a move will also guarantee the respect of the choice of the electorate.

For this to happen, the Constitution must be revised beforehand because it is inconceivable to renew elected bodies with laws that have been rejected by the people.

At the end of his speech, the President of the Republic expressed his gratitude to the members of the Committee of Experts for their efforts in carrying out the mission assigned to them to the best of their ability. He also said that he was confident of the awareness of the people, especially civil society, of the need to lay the cornerstone of the process of building the new Republic.
