Conformément aux dispositions de l'article 65 de l’Ordonnance n° 21-01 du 10 mars 2021 portant Loi organique du régime électoral, modifiée et complétée,  et suite à la Décision de Président de l’Autorité Nationale Indépendante des Elections N°12 du 13 novembre 2022, l’Ambassade d’Algérie à Oslo, informe les ressortissants algériens résidents en Norvège, qu'une opération de révision annuelle de la liste électorale du Poste est ouverte du dimanche 04 décembre au 14 décembre 2022.

L'inscription sur la liste électorale est un acte volontaire et les ressortissants immatriculés n'y sont pas portés automatiquement.

Les ressortissant(es) non inscrit(es) sur la liste électorale de l'Ambassade, sont invité(es) à solliciter leur inscription, sous les conditions suivantes :

  • Être immatriculé(e) à l’Ambassade ;
  • Avoir atteint l’âge de 18 ans révolus le 31/12/2022 ;
  • Jouir de la capacité et des droits civiques et politiques.

Pour ce faire, les intéressé(es), sont invité(es) à renseigner, le formulaire de demande d'inscription, établi à cet effet, disponible sur le site web de l'Ambassade. Ce formulaire, qui doit être dûment rempli, signé et daté, peut être adressé par Courrier, Fax, Email ou déposé à l'Ambassade.

Enfin, celles et ceux ayant changé de domicile en Norvège, sont également, prié(es) de nous communiquer leurs nouvelles adresses.

وفقا لأحكام المادة 65 من الأمر رقم 21-01 المؤرخ في 10 مارس 2021 المتضمن  القانون العضوي لنظام الانتـخابات، المعدل و التمم، و تبعا لقرار رئيس السلطة الوطنية المستقلة للانتخابات رقم 12 الصادر في 13 نوفمبر 2022، تعلم سفارة الجزائر بأوسلو، افراد الجالية الجزائرية المقيمين في النرويج، انه تم افتتاح المراجعة السنوية للقائمة الانتخابية من يوم الاحد 04 ديسمبر إلى غاية يوم الاربعاء 14 ديسمبر 2022.

التسجيل في القائمة الانتخابية إرادي ولا يتم بصفة تلقائية. وعليه، فان المواطنين غير المسجلين في القائمة الانتخابية للسفارة، مدعوون لطلب تسجيل أنفسهم شرط أن يكونوا:

- مسجلين لدى مصالح السفارة،

- أن يكونوا بالغين سن 18 سنة كاملة يوم 31 ديسمبر 2022،

- متمتعين بالأهلية والحقوق المدنية والسياسية.

يتعين على الراغبين في تسجيل أنفسهم ملئ وامضاء استمارة التسجيل، المخصصة لهذا الغرض والتي يمكن تحميلها من الموقع الإلكتروني للسفارة وإرسالها عن طريق البريد، الفاكس أو البريد الإلكتروني أو إيداعها لدى القسم القنصلي للسفارة، ويمكنهم أيضًا التحقق من المعلومات المتعلقة بهم (الاسم واللقب، تاريخ ومكان الميلاد، النسب والعنوان).

في الختام، يرجى من المواطنين المسجلين في القائمة الإنتخابية للسفارة والذين غيروا مقر سكناهم في النرويج موافاتنا بعناوينهم الجديدة.

Droit de vote et inscription sur la liste électorale

Pour pouvoir exercer leur droit de vote, les ressortissants algériens, régulièrement établis en Norvège, doivent être inscrits sur la liste électorale de l'Ambassade d'Algérie à Oslo.

Les ressortissants remplissant les conditions, légalement requises, et ne figurant pas sur la liste électorale doivent solliciter leur inscription. Ils doivent, à cet effet, adresser par courrier ou remettre au serivice consulaire, les formulaires de demandes d'inscription et de radiation de la liste électorale, dûment renseignés.

Les conditions de l’inscription sur la liste électorale sont :

  • être immatriculé auprès de l'Ambassade;

  • avoir l’âge de 18 ans révolus le 31/12 de l'année en cours;

  • jouir de ses droits civiques et politiques.


Révision de la liste électorale

La révision annuelle de la liste électorale a lieu durant le dernier trimestre de l’année par Décision du Président de l’Autorité Nationale Indépendant des Elections (article 62/Ordonnance n° 21-01 du 26 Rajab 1442 correspondant au 10 mars 2021 portant loi organique relative au régime électoral).

La liste électorale peut, également, être révisée à titre exceptionnel, à l’occasion de l’annonce d’un scrutin. Les dates d’ouverture et de clôture de la période de la révision exceptionnelle sont fixées par décret présidentiel portant convocation du corps électoral.

La révision de la liste électorale permet de mettre à jour le fichier électoral. Les électeurs qui ont changé de lieu de résidence où qui ne se sont pas, manifestés auprès du service consulaire de l'Ambassade depuis plus de dix ans, sont automatiquement radiés. Les ressortissants nouvellement immatriculés sont, quant à eux, appelés à demander leurs inscriptions.


Vote par procuration

L’électeur peut exercer, à sa demande, son droit de vote par procuration, s’il relève de l’une des catégories suivantes:

  • les malades hospitalisés ou soignés à domicile ;

  • les grands invalides ou infirmes ;

  • les ressortissants exerçant hors de la circonscription consulaire et/ou en déplacement, ceux retenus sur le lieu de travail les jours du scrutin et ceux qui se trouvent momentanément à l’étranger.

La période d’établissement des procurations est fixée par voie réglementaire.

Who needs a visa to enter Algeria?

All non Algerians need to apply for a visa to Algeria except those from the countries listed below : 

Libya, Malaysia, Maldives, Mali, Mauritania, Morocco, Arab Sahrawi Democratic Republic, Seychelles and Tunisia. 

Citizens holding diplomatic Passports from the following countries do not need a visa to travel to Algeria: 

Argentina, Croatia, France, Germany, Hungary , Poland and Romania.

Citizens holding diplomatic or official passports (passeports de service) from the following countries do not need a visa to travel to Algeria:

Albania, Benin, Brazil, Cuba, Egypt, Ehiopia, Greece, Guinea, Italy, Malaysia, Mali, Malta, Mexico, Niger, Peru, Portugal, Republic of Korea, Senegal, Slovakia, South Africa, Spain, Switzerland, Tanzania, Turkey, United Arab Emirates, Venezuela and Vietnam.



Who can apply for a visa?

The Embassy of Algeria in Oslo accepts visas applications made by Norwegian citizens. Other foreign citizens must provide proof of residence in Norway.

Regardless their age, children travelling with their parents need a visa. For this purpose they have to hold an individual passport.

Lodging of applications:

Applicant must either lodge its applications in person at the Embassy by booking an appointment on Tuesday or Thursday from 09:30 to 12:00, or sent it by mail to the following address: Embassy of Algeria: Sigurd Syrs Gate 2, 0273 Oslo.

The following documents are requested from applicants, all types of visa included:


Application forms:

The application forms must be duly filled using word, printed, dated and signed by the applicant. Applications with missing information will be delayed or rejected;

The application form is not electronically sent and data are not stored in our database. The applicant must bring or send the application form by post to the Algerian Embassy.


Passport:

Passport must have at least six months remaining validity and contain at least two (02) blank visa pages for visa to be issued. Only copy of the passport must be attached in file.


Photos:

Photos must be recent, frontal view, of the same batch, untouched and taken on white background and showing applicant wearing no glasses of any kind, except for prescription eyewear. Please write first and last names of applicant in pencil on back of photos.


Travel insurance:

The travel insurance is mandatory for the citizens of the following countries:

Australia, Austria, Belgium, Canada, Czech Republic, Denmark, Estonia, Finland, F.Y.R of Macedonia, France, Germany, Greece, Hungary, Iceland, Italy, Latvia, Lithuania, Luxembourg, Malta, The Netherlands, New Zealand, Norway, Poland, Portugal, Slovakia, Slovenia, Spain, Sweden and Switzerland. 


Visa fees:

Visa fees vary according to the visa type, duration of stay, number of entries (single or multiple) and the nationality of the applicant.

The visa fees can be paid by credit card at the Embassy or via bank transfer to account number 1503.10.43953. Printed receipt payment should be submitted with the application.

Visa fees for Norwegian citizens are as follows:

  • less than 90 days : 1160 NOK
  • more than 90 days : 1380 NOK

Please note that visa fees may change with regard to bank rate (NOK/ EURO);

Citizens of the other nationalities should contact the Embassy to confirm the relevant visa fees to pay.

Please note that:

  • visa fees are non refundable if the visa is denied; 
  • incomplete applications including the form, will be rejected if lodged in person at the Embassy or ignored.
  • download the visa application form Word format, complete the form using Word, then print in duplicate in order to include in the file.

Processing time:

  • The processing time may vary according to the nationality of the applicant and the visa type;
  • During certain periods of the year (summer holidays, public holidays), the processing time may be extended;
  • The processing of an application may be delayed if prior agreement by Algerian authorities is required;
  • The Embassy reserves the right to request additional documents or information from applicants;
  • the Embassy has no express visa service to process applications merely due to planed travel date;
  • The date of departure does not affect the processing time of the visa;
  • The responsibility of any financial loss occurred lies on the applicant;
  • The processing time of applications sent by mail starts from the date of reception at the Embassy’s office;
  • Application forms must bear the original signature of the applicant;
  • The Embassy is not responsible for delays made by postal services.

Return of passports

Applicants may pick up their passports at the Embassy by booking an appointment in advance on Tuesday or Thursday from 09:30 to 12:00.


Period of stay (durée de séjour):

  • Single entry visa: you can stay the whole granted period (durée du séjour) consecutively;
  • Multiple entry visa: the maximum period of effective stay in Algeria is 180 day per year, however, this period can't exceed 03 months in a row.

Visitors must make travel arrangements to Algeria based on the date of entry indicated on their visas. Visitors must not arrive in Algeria before that date, otherwise they will not be allowed to enter. In case of change in travel plans, applicants must apply for a new visa.


Required documents

Applicants for visa entry to Algeria must provide the documents detailed below following each visa category requirement. No scanned or faxed documents are accepted (except in urgent cases dully justified).


Diplomatic or official passport ( passeport de service):

  • valid passport with at least 06 month remaining validity;
  • two (02) visa application forms, duly completed and signed. Original signature is required on each page;
  • two (02) recent photographs;
  • a note verbale;
  • diplomatic/ service visa are issued without expenses.

Press visa:

  • valid passport with at least 06 months remaining validity;
  • three (03) press visa applications form, duly completed and signed. Original signature is required on each page;
  • two (02) recent photographs;
  • Evidence of current occupation in Norway, e.g copy of the professional card / press card);  
  • letter of guarantee from the employer;
  • invitation letter from the Algerian partner may be required;
  • travel insurance;
  • payment of visa fees.

Tourist visa:

  • valid passport with at least 06 months remaining validity;
  • two (02) visa application forms, duly completed and signed. Original signature is required on each page;
  • two (02) recent photographs;
  • Evidence of occupation / student status (Proof of your current occupation in Norway: e.g. an original letter from your employer).
  • letter of invitation or lodging certificate legalized by the municipality of residence of the host person in Algeria or a hotel reservation letter or invitation from a travel agency;
  • evidence of sufficient funds for all expenses during stay; 
  • travel insurance;
  • payment of visa fees.

Business visa :

  • valid passport with at least 06 months remaining validity;
  • two (02) visa application forms, duly completed and signed. Original signature is required on each page;
  • two (02) recent photographs;
  • letter of guarantee issued by the employer stating the purpose of the trip;
  • letter of invitation from Algerian partner;
  • travel insurance;
  • payment of of visa fees.
  • additional information (formulaire 14) or documents may be required.

Study visa:

  • valid passport with at least 06 months remaining validity;
  • two (02) visa application forms, duly completed and signed. Original signature is required on each page;
  • two (02) recent photographs;
  • evidence of occupation (Proof of your current occupation in Norway) ;
  • confirmation of enrolment at a public or private school (accredited by the Algerian Government);
  • evidence of payment of tuition fees;
  • evidence of sufficient funds for the studies and accommodation;
  • travel insurance;
  • payment of visa fees.

Work Visa:

  • valid passport with at least 06 months remaining validity;
  • two (02) visa application forms, duly completed and signed. Original signature is required on each page;
  • two (02) recent photographs;
  • certified copy of the employment contract;
  • temporary work permit issued by the relevant Algerian Authorities (Departmental authority of employment);
  • letter of repatriation / Certificate issued by the relevant services in which the employer certifies to undertake full financial responsibilities for repatriation of the foreign worker upon completion of its employment contract;
  • travel insurance ;
  • payment of visa fees.

Temporary work visa:

  • valid passport with at least 06 months remaining validity;
  • two (02) visa application forms, duly completed and signed. Original signature is required on each page;
  • two (02) recent photographs;
  • certified copy of employment contract. The duration may not exceed three (03) months;
  • temporary work permit issued by the relevant Algerian Authorities (Departmental authority of employment);
  • travel insurance;
  • payment of visa fees.

N.B: Temporary work visa is also issued to a foreign citizen holder of a support contract or service delivery concluded either by himself or his employer with a partner company in Algeria.


Family Visa:

  • valid passport with at least 06 months remaining validity;
  • two (02) visa application forms, duly completed and signed. Original signature is required on each page;
  • two (02) recent photographs;
  • evidence of occupation / student status (Proof of your current occupation in Norway, e.g. an original letter from your employer);
  • evidence of the applicant's relationship with the person or family to be visited in Algeria;
  • invitation letter from the host;
  • travel insurance;
  • payment of visa fees.

N.B: Instead of the invitation letter, spouses of Algerian registered citizens may submit a copy of the current consular registration card of their spouse.


Medical Visa:

  • valid passport with at least 06 months remaining validity;
  • two (02) visa application forms, duly completed and signed. Original signature is required on each page;
  • two (02) recent photographs;
  • medical certificate;
  • a letter of confirmation from the hospital or health care Centre;
  • evidence of payment of care fees and sufficient funds for accommodation;
  • travel insurance;
  • payment of visa fees.

Cultural visa:

  • valid passport with at least 06 months remaining validity;
  • two (02) visa application forms,duly completed and signed. Original signature is required on each page;
  • two (02) recent photographs;
  • evidence of occupation / student status (Proof of your current occupation in Norway, e.g. an original letter from your employer);
  • copy of the invitation to a seminar or a cultural, scientific or sport event;
  • evidence of sufficient funds for all expenses during the period of stay; 
  • travel insurance;
  • payment of visa fees.

Transit Visa:

  • valid passport with at least 06 months remaining validity;
  • two (02) visa application forms, duly completed and signed. Original signature is required on each page;
  • two (02) recent photographs;
  • valid Visa or required documentation for entry to the country of  final destination 
  • evidence of sufficient funds for all expenses during transit time;
  • travel insurance;
  • payment of visa fees.
